HPCB Conference - Promoting patient safety across borders 

Registration is live and places still available for the Healthcare Professional Crossing Borders (HPCB) – Promoting patient safety across borders conference, to be held in London on Friday 28 October 2016.  

The conference will focus on professional mobility and patient safety, looking at the implementation of the recognition of professional qualifications Directive, with a focus on the European professional card and alert mechanism.

Keynote speakers include Vicky Ford MEP and the European Commission DG GROW and DG SANCO. Two panels will discuss the implementation of the European professional card and aler mechanism, and ensuring patient safety through CPD and revalidation.

  • Regulation for the European professional card and alert mechanism

The European Commission has published the final, adopted version of the Implementing Regulation for the European professional card and alert mechanism.

2014


  • IAMRA 11th International Conference on Medical Regulation

From 9-12 September, the GMC is hosting the International Association of Medical Regulatory Authorities (IAMRA) conference in London.

The theme of the conference is 'Medical Regulation - Evaluating risk and reducing harm to patients’ and more than 350 regulators, academics and health officials from around the world are expected to attend to share ideas and foster best practice in medical regulation.

The conference will focus on the key functions of medical regulation, and confirmed conference speakers include:

  • Prof Malcolm Sparrow, Harvard University;
  • Robert Francis QC, Chairman, Mid Staffordshire NHS Foundation Trust Public   Inquiry and President of the Patients Association;
  • Baroness O'Neill of Bengarve, Chair, UK Equalities and Human Rights Commission;
  • Sir Ranulph Fiennes, explorer, fundraiser, and author;
  • Dr Marie Bismark, The University of Melbourne;
  • Prof Frank Montgomery, President of the German Medical Association;
  • Prof Jon Thomas, Chair, Federation of State Medical Boards; and
  • Prof Sir Peter Rubin, Chair of the UK General Medical Council.

A call for abstracts has also been launched and submissions are invited to be considered for workshops, oral and poster presentations at the conference.   • Next meeting of the European Network of Medical Competent Authorities

The next ENMCA meeting will take place on Monday 7 April, 2014, in Utrecht.

2013


  • Communication on access to regulated professions

On October 2nd, 2013, the European Commission adopted a communication on evaluating national regulations on access to regulated professions. The objective of the Commission is to identify and map out the restrictions to the access and exercise of regulated professions. The communication refers in particular to health professions.

  • Adoption of the Professional Qualifications Directive

On November 15th, 2013, the Council adopted the revised Directive on the recognition of professional qualifications. This follows the adoption by the European Parliament last month. Member states now have two years in which to transpose the new rules into national legislation. The main features of the new Directive introduce a pro-active fitness to practise alert mechanism; the ability for competent authorities to assess the language competence of professionals after recognition but before access to the profession; a revised definition of basic medical training of 5 years and 5,500 hours; a requirement for member states to encourage continuing professional education and training and the possibility of common European training frameworks and tests which would establish minimum education and training criteria for medical specialties that do not currently benefit from automatic recognition.

A ENMCA meeting took place on the 23rd January 2012 in Rome. It was hosted by the Italian Ministry of Health and the FNOMCeO. Network participants adopted a Joint position paper on the Commission Proposal to amend the 2005/36/EC professional qualifications Directive.
